Personally I don’t have a problem with Eiko and Tsukasa being in Makoto’s confidant and to an extent I agree with you, that they were there to bring out more of Makoto’s sense of justice and resolve to go above and beyond to help others even if they don’t want it, which ties into the overall character development the Phantom Thieves as a whole reach by the end of the game.
